[openstreetmap-website] different wording for the Add Note description (#243)

Yeah, this is getting too long. It would help if notes were:

- Linked from a button that says "Feedback" or "Report a problem"
- Titled "Improve the map by reporting a problem"
- Have a little "Public" flag on them
- Say "Please be descriptive and place the marker precisely" in one line
- Have a question mark for more info - where we should also explain how to view notes / work with them
