[openstreetmap-website] Add welcome page (#338)

Oh, I'm also +1 for replacing "changelist" with "tag", but it requires @samanpwbb's time for an icon, and I'd like a more precise definition than the one given -- mainly my objection is to the word "where", when tags are actually about "what".
