[openstreetmap-website] Add welcome page (#338)

In what way is "wiki" dated and passe in the popular sense? Also if you are trying to describe an as complex project as OSM in as few words as the welcome page is trying, you are nearly surely going to be "technically incorrect", or not really saying anything.
