[openstreetmap-website] Add welcome page (#338)

-1 on removing more headers.

I agree that the welcome page should be as short as possible while still being understandable. Removing the headers does not really shorten the page, but retaining the headings helps with understandability. The headers help pace the reading into bite-sized chunks of information.
