[openstreetmap-website] Redesign (#498)

Using Konqueror, the welcome page redirects to http://redesign.apis.dev.openstreetmap.org/?edit_help=1 after displaying for a second. Not a high market-share browser I know, but nevertheless indicates some weird bug.
