[openstreetmap-website] preferred language settings sometimes not correctly recognized (#505)

We just discovered a bug on [talk-de](https://lists.openstreetmap.org/pipermail/talk-de/2013-October/104937.html) about the preferred languages at the OSM account settings.

The following three settings lead to a German website and to German editor UIs (iD, Potlatch2):
* *de*
* *de-DE*
* *de,en-US,en*
* *de-DE,de,en-US,en*

while this one leads to a English website and English editor UIs:

* *de-DE,en-US,en*

So, a single *de-DE* works but in combination with other languages it gets ignored.
