[openstreetmap-website] Add link to forum on help page (#718)

When exactly are we talking about? That page hasn't changed in months.

I have no idea what you think this has to do with piwik, or where you got the idea that it's controversial. While (if a link to the forums did exist at some point) we probably could see how many people exit the site in that way I'm pretty sure it would be an absolutely tiny number.
