[openstreetmap-website] Add link to forum on help page (#718)

So, some numbers from piwik.

Firstly only 0.1% of exits (roughly 100 per day) go via the help page, and secondly only 12% of visitors to the help page exit the site from it.

I can't see any easy way to correlate exit pages and outlinks, but in total help.openstreetmap.org (as an example of something on the help page) gets about 200 outlinks per day so obviously not all of those are coming from the help page. Similarly the frontpage of the wiki gets about 180 outlinks per day, so again obviously not all from the help page.
