[openstreetmap/openstreetmap-website] Force-rename user accounts (#1720)

Might it be worthwhile giving problematic users a "shadow name" which is only visible to themselves - other users seeing `user_1234` or whatever? That might stop some user name changes from escalating into games with the moderators, or setting up side accounts.
