[openstreetmap/openstreetmap-website] Feature request: Let user add a few custom tile server when they use the OSM website while logged in. (#2652)

Manually entering tile URLs is a really user unfriendly thing.

If there are additional tile layers that would be useful then they should be proposed through the normal [policy mechanisms](https://wiki.openstreetmap.org/wiki/Featured_tile_layers/Guidelines_for_new_tile_layers) - we have several going through that right now.
