[openstreetmap/openstreetmap-website] Arrange base layers menu in a grid (PR #3620)

@AntonKhorev to be honest, it pains me to read the last few messages. Andy gave a clear guidance on how he thinks the code should be structured. That is great, because you and anyone now knows how to prepare a contribution to get something merged in this project. That is exactly what we as contributors need. — I wished this PR could move away from arguing about coding styles or which way of coding is better … to solving the actual user facing problem instead.
