[openstreetmap/openstreetmap-website] Use CSS filter instead of dimming tiles (PR #5325)

They stopped inheriting `filter` in Leaflet but that didn't make it yet to releases https://github.com/Leaflet/Leaflet/pull/8651. I guess it's safe to override their `inherit`.
