[openstreetmap/openstreetmap-website] Include Tanzania National Bureau of Statistics on openstreetmap.org/copyright (Issue #6742)

Generally there's no need to add additional entries to this page. They are usually added to https://wiki.openstreetmap.org/wiki/Contributors instead. The short list shown on the copyright page is generally where that url is explicitly mentioned in an agreement, and that's quite rare.

Before we add anything more to the list on the copyright page, we need:

* An explicit statement from LWG saying that this is required
* Confirmation from LWG that https://wiki.openstreetmap.org/wiki/Contributors is not suitable for this attribution.

I've read the licence agreement that you linked to above, and from my understanding it should be fine to include it only on https://wiki.openstreetmap.org/wiki/Contributors along with the hundreds of other licences shown there. Please let us know if that's not the case.
