There is always hope.

Please contact him again.

* Obviously, he has spent a lot of time on his contributions with the
intent that his work should be shared with others.
Even though he opposes the new CT, it will not be changed, and his
   work will be lost.

* If he doesn't like the relicensing clause, it must be because he does
not his work to be used by people that do not share. Ask him what
the chances are - in his opinion - that the OSMF will change the
license to allow such (ab)use and have 2/3 of the votes from active
   mappers for it.

* Ask him: Even if the license is changed, will it be any time soon,
and how much of his work will then have been changed by others by
   then?

* He obviously have a strong opinion on the CT at the moment. He is
probably angry about it. Try to make him see past that anger and ask
him how he will feel about his work being lost when he thinks back on
   this in 5 years.

* Tell him how much it would mean for you to be able to continue use
his work. Focus on your needs, not OSM's.
