I believe you are right.

I hadn't planned to use that code for OSMI; that would require adapting 
it to work with the history representation I have in OSMI which is very 
different from what the code works on.

But it is possible if deemed worth the effort, apart from a few minor 
things e.g. where the actual rebuild code has access to some information 
that my external code might not have.
