Use the xapi in JOSM to download all motorways in the area, or all 
ref=*, or whatever: http://wiki.openstreetmap.org/wiki/Xapi (ctrl-L and 
paste the URL)
Then select all the ways (ctrl-F type:way ref=*) and change the tags.
