[Tagging] Wide steps

I also have a proposal running for this kind of feature:

According to this proposal you'd draw at least the lower and the upper
border of the steps as ways (possibly with an equal amount of nodes
each)

Then make a relation and tag it with
type=area
highway=steps
step_count=x

The ways get the roles "lower" and "upper"

optionally you can draw ways for the limit on the sides and add them
with the role "lateral".

The border to draw is where the first and last vertical area (the
riser) occur on the steps.
