[Tagging] How to tag: road in Luxembourgish park with unclear status

Dear all,

There is some unclarity about how to tag the roads in Vallée de la
Petrusse, a park in Luxembourg-City.

Luxembourg seems to be less rigid in using traffic signs than, for
example, Germany and the Netherlands, and relies more on common sense
of traffic participants. However, this also means that some roads
cannot be tagged unambigiously. The road through the Vallée de la
Pétrusse, the green line on the following map, is an example of this.

I wonder how (the segments of) this road could be tagged. In particular:

1) At which point should the tag highway=residential (or
highway=service) change into highway=path (or highway=footway /
highway=cycleway)? Note that the traffic signs do not make clear where
this transition should be. So it seems the decision needs to be made
based either on the road width, or on the actual use of the path.
2) For the final part of the road, would you use highway=footway,
highway=cycleway, or highway=path? Which bicycle/foot tags would you
use?

At the moment, there is no clear consensus in the Luxembourgish community.
