[Tagging] man_made=pipeline - is onewayness implied?

I’ve just pushed the change to the iD code so that `man_made=pipeline` will no longer imply onewayness.
Again, iD does not put actual oneway tags on anything, it is up to users to do this. iD was simply rendering oneway arrows over the pipeline, the same way it would for a river or motorway.
