a mall is retail landuse 
the tag for the mall is shop=mall

ok, so it's a bunch of houses with a fence around them and access control. Maybe there's also different landuse inside the same fence (if that's not the case in your particular example there will be other cases where it is like that). I would not want to impose the constraint of needing to have a single landuse just to drop a name.
