[Tagging] Feature Proposal - RFC - historic=tree_shrine

I started this tag back in Aug. 2012 to have a more detailed tag for 
tree shrines which I often saw and still see on commercial maps.
This is my second time I start this RFC since I ran out of free time to 
care about it the first time and it got stuck.
There already was wayside_shrine and wayside_cross at that time so the 
idea was to get a little bit more depth into the shrine type.

Everything I could think of can be found on the proposal page including 
importance, name, rendering, tagging and disputes so I will not rewrite 
the whole page in this mail.
I know that the page may is a little bit longer, but I hope that you 
will read it and have some constructive criticism for me/the tag.

Anything that would be changed while this proposal is running will be 
noted in an updates section on the proposal page.
