what if the signed housenumber is 63-67, but you won't see any 63, 65 or 67 signs, and on the opposite side of the road there are the numbers 64 and 66?

"63-67" is the number they use on their letters, on the internet etc., if you tag this it can easily be interpreted as including 64 and 66, if you tag 63;65;67 it is your own interpretation because these numbers aren't there.
