If a way has step_count=5, and a parallel way has step_count=3, then the
vanishing is happening on the upper way. If the second way has step_count=3
and start_step_offset=2, then the lowest steps are vanishing. If it has
start_step_offset=1, then one step from both sides vanishes.

I'm not sure how steps vanish if you have the same number of them.

Give me an example and I'll try to model it with my method. Maybe it has a
hole I'm not aware of.
