Why don't you tag it with access=destination in combination with a
traffic_sign=xxx ?
The former will allow current routers to do navigation correctly in most
cases (avoid the street when your destination is not there, and to bring
people owning a piece of ground back home). Only for those that want to
park there before a walk, the navigation would be wrong. For this you need
the second key (the traffic_sign). This would give more correct navigations
in current routers than a new value for access.

To bind the traffic sign with the destination key you could use
access:destination:traffic_sign=xxx
Or perhaps source:access:destination to be similar with source:maxspeed.

Replace access with vehicle,... depending on your needs
