[Tagging] power=* tag: minor_line vs. line

A simper way to describe this would be to say that:

`power=line` is for “transmission”

`power=minor_line` is for “distribution”

Trying to define this based on line voltage or tower heights or danger to aircraft is silly.  Transmission and distribution lines can be located underground.

I'm inclined to use the general landscape visibility of the line to map it, as it seems to be the reason of the difference of rendering between them, which means that lines on poles and small tower would be power=minor_line, and lines on taller towers would be power=line, but I would like to have a confirmation on that, as it doesn't seem to be clear anywhere. If I'm able to collect enough opinions to meet a consensus, I'll try to update the different sources, mainly the wiki, accordingly, precising that the matter was discussed here and reached a consensus.
