[Tagging] power=* tag: minor_line vs. line

A simper way to describe this would be to say that:

`power=line` is for “transmission”

`power=minor_line` is for “distribution”

Trying to define this based on line voltage or tower heights or danger to aircraft is silly.  Transmission and distribution lines can be located underground.

If I'm able to collect enough opinions to meet a consensus, I'll try to update the different sources, mainly the wiki, accordingly, precising that the matter was discussed here and reached a consensus.
