if unknown or if you don't want/need this detail,
you can also just tag it with building:levels:underground=yes

2 things :
you can't put up/down to an area because a area have no direction
or if really needed, you need to add direction, it think it is unneeded 
for your case.
yes/no 'll be enough for an area
use up/down on way or entrance

building:incline=yes mean for me that the building itself is like the 
tower of Pise, not the ground
maybe something like ground:incline=yes or landuse:incline=yes
Let's see what other mapper think about that.
