Now that I think of it, I wouldn't be opposed to mapping tunnels as ways in
a relation. Take all road ways that are in the tunnel, and put them in a
tunnel relation. It's easy, and you can't see the tunnel outlines on a
satellite image anyway. In that case multipolygon relation doesn't make
sense. A proposal for this already exists:
And there are 435 tunnels tagged like this. As opposed to 172 tunnels
tagged with man_made=tunnel.
