Although the idea of defining "tourist route vs regular service" is important, I think this is more about moving unconventional "public" transportation vehicles that use roads out of busses. 

For example - this is the electric "tourist bus" they operate in my town.

They say it is a test for the bus platform, and goes from the zoo to a museum and to the train station. I can bike faster than it moves, I think. 

Compare them to the normal buses that operate on several lines in the city:

These small sub-bus public transport vehicles are used in many places.

But are easily differentiated from a small bus (or even a microbus) service.
