what do you mean by “mostly everybody”, is it everybody or are there exclusions? Is it about collecting application fees or who is excluded? In Italy we’re using “private” if you need an individual permission, regardless how easy or difficult it is to get it. 

If you decide you still need a new tag, I would not use the term “license” (sounds as if you need a driving license), I would use something like “permit_holders”
