if other access is free and restrictions only apply  to motorcars (or more likely motor vehicles), you should not put access=private, and you will not need *=yes (it’s the default), you can put motor_vehicle=private (or permit if this makes more sense), and be done. More concise, clearer and more correct (because with access=private you exclude everybody you did not even know about)


Also from my understanding, if someone can access the way under whatever condition the value can never be “no”.
