[Tagging] Feature Proposal - RFC - Tramtrack on highway

Hello everybody!

Definition: Cycling allowed on highway=*, but a tramway track (railway=tram) runs on it, though the tramway is mapped as a separate way.

Although I've been a mapper for over a decade, this is my first feature proposal.
Hopefully I have included everything needed for a complete RFC!
