I would consider it as a great idea to
document actually used tags.

Documenting tag with 1 use is a waste of time, but not problematic.

It is harmful when it is not a new 
page but adding it to list of tags used
with some feature like amenity=parking.

So I would encourage documenting 
actually used tags and strongly discourage
mentioning rarely used tags on other
pages.

Creating page for unused tags is fine.

Note that there are cases of page describing 
barely used tags duplicating far more 
popular one and without evidence that
it is preferable. It is useful to describe
such duplicate as unwanted and discouraged.
