Comment:
The author should be given the opportunity to manage the proposal.
Is there a time limit as to how long voting can run? Two weeks is the
minimum, not a maximum.
Only 11 people have voted so there have not been a vast number of views.
Only if the author has not responded for some time and no other input
done should a tidy up be done, say a month of inactivity at least.
