I agree, "issue" is a bit vague. Does "issuer" sound better?

Usually I'm not the one to nitpick, but I don't want to lose the scenario
where the tickets are free. Also, distributer doesn't sound like it would
describe small scenarios, like when you get a key for a tennis court behind
the restaurant.
