[Tagging] Tagging proposals: What's the exact time for start/end?

Brian had it right. Given the heated debates, the number of votes and the variety of expressed opinions, I plan to take some time after vote closure to write a detailed debriefing report: how many pro and con votes, what were the arguments invoked by voters, their relative popularity, an review of this to find the main blocking points, and ideas for a successful proposal to emerge. Writing this report will likely take me some weeks and I would like it to be as accurate as possible and to not miss late ideas, so I left the proposal open while votes (and debates) still run, in order to gather a maximum number of opinions and propose as sound solutions as possible.
