[Tagging] How to tag recreational route with multiple route types?

This question has turned up already in the past, and to the best of my
knowledge we don't have a good answer.
Many, if not most, cycle routes in my area (Northern Italy) are officially
foot-cycle routes. So far most (all?) are in OSM only as cycle routes.
