Also, just because some entity somewhere has declared "we always do it this
way for transport mode X" doesn't mean it's done that way everywhere.

Also, we're discussing cycling now, but other transport modes have the same
issue.

Let's try to define this thing generically, and come up with a generic tag,
which does not interfere with existing tagging, but complements it. Then
data users can decide if and how they wish to use it for rendering,
planning, routing and navigating.
