[Tagging] Feature Proposal - RFC - Residential Zoned Parking

We already have the combination
parking:lane:<side>=* +
parking:condition:<side>=residents +
parking:condition:<side>:residents=<zone>
Adding a boundary would presumably only replace the last of these tags?
e.g. Frith Road, London, GB is in zone LNS (a zone defined as a list of
streets in a traffic order made by the local authority, not a polygon
which could be imported):
