[Tagging] Feature Proposal - RFC - Residential Zoned Parking

Thank you for your good feedback.

I was not aware of the combinationparking:condition:both 
<https://wiki.openstreetmap.org/wiki/Key:parking:condition>=ticket 
+parking:condition:both:residents 
<https://wiki.openstreetmap.org/wiki/Key:parking:condition>=*

This seems to match my case - it is only painful to map a complete area 
street by street. But I suppose there is a good JOSM plugin for that - 
if not considered too error prone?
