Hello Michael and thank you for your good comments!
No, my proposal is not complete. It is the first time I am writing one
and I understood the process as iteration until agreed and then entering
voting state. So I am very happy with your comments and I will try to
respond to your raised issues:
I propose to map it as a boundary as it is usually defined as such by
the cities. Also, it covers a quite large zone and would be painful to
map and especially to adapt if zones are modified. I have have added
this to the proposal.
Looking closely at the parking-condition=residents, it seems actually to
match my use case - but is cumbersome to map way by way (if there is not
a respective plugin?).
Concerning your references, I am not sure to understand. I have linked
some cities in my proposal which show the parking zones exactly as
polygons, for example: https://www.stuttgart.de/parkraummanagement.
Maybe you can explain me once more the issue?
