[Tagging] Draft proposal for historic cemetery

Dear Martin Koppenhoefer,
Local users can easily verify if a cemetery is historic or not. This is
partly subjective, but you need to trust local users' common sense, as in
any other tag. Is there a series of Baroque tombs? It's historic. Is it the
last remaining Jewish cemetery of a region? It's historic. Is Chopin buried
there? It's historic. Is it the first cemetery of an Alaskan town founded
in 1904? It's historic if the local users consider it to be. Is it just a
regular cemetery with modern tombs and no particular interest? Then adding
this tag is probably not justified. I don't see any problem here.
