I didn't say it wasn't fine, I said it wasn't necessary. If he wants to
add historic=yes I'm happy. If he wants to add historic=cemetery

key. We have made mistakes in the past, that is no reason to repeat
them.
Memorials are intrinsically historic, as they commemorate historic
events (events worthy of note). I suppose one could construct a
fake memorial which only looks like a memorial but isn't, and then
it would have to be tagged as something else. Maybe as artwork.
Wayside shrines need not be historic in any sense of the word.
They could be modern and not commemorate any place, or event,
or be along a recognized pilgrimage route. They should be
under another key, with historic as an attribute. They aren't.
That was a mistake which we should avoid repeating, because
we have no way of tagging non-historic wayside shrines.
There are many non-historic cemeteries and few historic ones
(war cemeteries come to mind). Having two primary keys for
the same type of object is not a good thing. Editors will present
one over the other. If historic=yes were a possible attribute of
cemeteries, editors would present a checkbox with the
cemetery preset and mistagging would be a little less likely.
I'm fine with historic=yes (for those cemeteries that actually
are historic) but not historic=cemetery.
