[Tagging] Draft proposal for historic cemetery

I will document the tag and archive the draft proposal. It will remain 
as an available resource if the discussion on how best way to map 
historic features is opened in the future.

The proposal is cancelled but has been useful. I have had the 
opportunity to learn about the difficulties of mapping the "historic" in 
OSM thanks to the discussion.

I understand the use of "historic=yes" as a property. I also understand 
the advantages of specific complementary tagging for "historic". I 
understand both approaches and I have used both tagging. Which is 
better? I am not sure. Today I think that the best, and perhaps the one 
that will eventually prevail in OSM, is the specific complementary 
tagging. If such a complex debate is ever opened, we will see what 
results it produces.
