Note that https://wiki.openstreetmap.org/wiki/Forest exists not because noone 
was willing to clearly define relevant tags, it was because multiple people did
it in incompatible ways

So it is likely that this will get shared opposition from people who completely disagree
with each other.

Also, https://lists.openstreetmap.org/pipermail/tagging/2021-February/059247.html
is quite relevant.

"deprecates landuse=forest" may be more feasible than for other tags with usage in millions,
as natural=wood is tag with a de facto the same meaning that is already widely supported
(though as it will appear shortly,  some people have a different opinion, see also
 https://wiki.openstreetmap.org/wiki/Forest ).
