like the highway=footway tag with man_made=pier, there are other similar
situations where main tags can be combined, because they refer to the same
feature.
For example amenity=drinking_water with man_made=water_tap. Or
highway=bus_stop with public_transport tagging. Generally, if we want to
allow for smooth transitions (others might say, eternal double tagging)
between competing tagging schemes, we can not discourage the simultaneous
application of synonymous "main" tags or combinations on the _same_ element.
