'Post Offices' and 'Postal Services' have a very distinct meaning different
from the multitude of package delivery, courier, etc. services. There are
'designated operators' ( in the case of Germany, several ) who are legally
bound and regulated according to the agreements with the Universal Postal
Union (UPU) https://www.upu.int/en/Universal-Postal-Union and these entail
various reciprocal commitments, definitions of classes of mail, and
specialized ( sometimes legal ) services like return receipt. Usually they
are also responsible for the addressing scheme in a country. Certain
services might be allocated to vendors, like stamp sales, etc., but these
locations are not 'Post Offices' ( capitalized ) with ' universal service
obligation '.
In NA the 'Non-postal' operators are 'Couriers and Express Delivery
Services', ' Postal Service ', or ' Local Messengers and Local Delivery' .
There are many types of 'addresses', including but not limited to: the
postal address according to the designated operator ( which may not be a
physical location, like 'general delivery'), emergency services addresses (
where vehicles may gain access to the facility, where they have keys ),
legal address ( property owner ), transport access ( at the ends of road
easements which might be miles away ), various delivery points where
incoming packages need pass through security measures, public accesses (
'street address' ) ( multiple addresses off surrounding streets for
buildings which cover entire city blocks, industrial parks, etc. ).
Depending on the local cadastre scheme, property addresses can evolve over
time, and even be underwater, or even be 'vanity' addresses like 'lucky
numbers'.
