lets say that left-to-right way has three lanes:
one for turning left
one for going straight
one for turning right

case 1) on second (right) crossing left turn lane has stop sign
applying only to it

case 2) both on first and second crossing left turn lane 
has stop sign applying only to it

To distinguish between this cases you need to split way.

In general way splitting introduces bunch of nasty corner cases
that seems to be not considered.
