[Tagging] Feature Proposal - Rejected - Lanes with give_way/stop/traffic_signals

As I wrote on the discussion page, the workaround for the splitting of
consecutive ways with wait:lane would be to consider the "action point"
on the last segment and/or before the junction.
But this was a problem that I wasn't really aware of when I started the
proposal and launched the discussion, mainly because the examples I knew
(in the proposal page) are very straightforward and don't offer much
complexity.
The main theme of controversial, though, was that some mappers think
this should be a feature used in points, which I'm against.
If I ever make a new proposal, I'll try to address and explain those
problems better.
