Yes. But there is a big grey area and I cannot think of a better tag than customer.
Am I customer or visitor in post office?
If a museum is free on Wednesday, am I still a customer on Wednedays?
There are other values I would rather use and have documented on the wiki:
* access=business or access=errand
In Denmark "ærindekørsel tilladt" (errand traffic allowed) is a common sign. It is
something between "destination", "delivery", and "private".
It covers somewhat more than "delivery". According to the law it allows delivery,
work, shopping, visits, etc. Including driving to or from your own home or business.
"private" is too restrictive.
"destination" is often pointless because it is a dead end road.
