If proposal is inactive and tag is used,
then another option is to create pagedocumenting fee facto page and
use
https://wiki.openstreetmap.org/wiki/Template:Archived_proposal <https://wiki.openstreetmap.org/wiki/Template:Archived_proposal>
This way proposal will be still available
and will be unlikely to be confused fordescription of actual use
